Background:

Prince William County, VA, serves over 470,000 residents. Many relied on the single courthouse and public transit, spending up to 3½ hours traveling for routine services. To improve service accessibility, Clerk Jacqueline Smith sought out Advanced Kiosks to deploy self-service kiosks both in the courthouse and at public libraries.

Business Challenge:

  • Court hours and centralized location limited access
  • Public transit users faced lengthy commutes
  • Multilingual support was essential for diverse residents
  • COVID-19 required socially distanced options
  • The system needed to deliver multiple services, including licenses, permits, payments, notary services, case lookups, and voter registration

Solution Delivered:

Advanced Kiosks rolled out six Document Kiosks initially, later expanding to 11 locations—including county administrative buildings and public libraries—fully funded by Virginia Technology grants. Hardware and software upgrades included:

  • Kiosk Office Suite document management solution with secure file uploads, human detection for workflow initiation, and improved admin dashboards
  • 24/7 kiosks in courthouse, libraries, and administrative centers
  • Multilingual interface supporting dozens of languages via dropdown
  • ADA-compliant hardware and software for accessibility
  • Service suite: marriage licenses, gun permits, fee and tax payments, notary services, deeds, case info, and voter registration
  • Pandemic-ready operations: kiosks became a focal point of service delivery, reducing in-person interactions and promoting social distancing

Outcomes:

  • Positive public reception: residents value the convenience, flexibility, and reliability of 24/7 access
  • Institutional endorsement: Clerk Smith said the goal was to “allow customers access to essential court services outside of regular business hours”
  • Prince-William-County-Circuit-Court-Clerk-KiosksScaled deployment: Virginia grants funded the expanded rollout, reaching 11 locations
  • Inclusion-focused access: The multilingual interface broadened equity in service
  • Operational efficiency: kiosks reduced staff workload, and more users could self-serve after hours
